The RowSet API should be able to handle special characters like &,<,>,'," when serializing the WebRowSet to a XML file and deserializing from a XML file.

The latest release of the Rowset implementation (April 7th) doesn't seem to
handle translation of special character sets (ampersand, greater than, less
than, etc) when writing XML documents. Is this something which is planned to
be corrected or adjusted via API calls? Or should the data be corrected first?
I have noticed that the OGSA-DAI implementation seems to handle character set
translation for ampersand (and so forth) in their latest 4.0 release.
