(spec) Unspecified IllegalStateException in KeyManagerFactory.getKeyManagers

      The description of the KeyManagerFactory.getKeyManagers() method does not
      describe any exception.

      But the implementation throws IllegalStateException if the KeyManagerFactory
      is not initialized.
