The annotation use pages are not yet implemented.
You can see this by going to an annotation, such as Documented:

http://java.sun.com/j2se/1.5.0/docs/api/java/lang/annotation/Documented.html

and click on "Use" in the navigation bar to go to its use page, you'll find
that page empty.
