Reproducible in both JDK and JRE installer
Steps to reproduce:
1) Launch JDK/JRE installer
2) Click on to agree license agreement and click on "Next"
3) Click on the "Change" button, now this dialog will open
another dialog which looks like File chooser dialog,
This dialog have following problems
a) It have two icons "Up one level" and "Create New Folder" they should
have tooltip to tell what they do.
b) Click on the button "Create New Folder" and it will create folder named
"New Folder" and now you will see "New Folder" in both "Look in" combo
and file list area, giving impression it has created New Folder\New Folder
c) Go to any drive, Click on "New Folder" now open windows explorer and see
that "New Folder" will not be reflected.
d) Click "New Folder" more than once and see it will not work, and after
creating a folder it turns out tobe a "Rename folder" button and
on each click it selects that created folder and make it editable.
