Validation of invalid proxy setting in Java Control Panel fails for local network settings.

Steps to Reproduce:

1) Install jre1.5.0 b57 in testing Windows P.C
2) Invoke javaws and change the proxy setting to invalid proxy

TO change proxy setting
1. Invoke javaws,click Edit/Preference menu item
2. In General tab click Network Setting button
3. Select "Use Proxy Server" radio button and enter invalid proxy setting and invalid port number .
4. click "OK" button.
3. Install any jnlp= application which is hosted within the local network
try (javaws http://client20.india.sun.com:8081/SQAR/ShortCut/ShortCut1.jnlp)
Actual behavior : It should not download any resource and popup a error message "Java Web Start Invalid Argument Error".
Current behavior : It downloads the resource not complete resource.
I have also disabled the "ByPass Proxy server for local address" property in Browser ,still it downloads the resource.
This bug is not reproducible when tried with non local address like (http://java.sun.com/products/javawebstart/apps/notepad.jnlp)
