RFE: Access denied error message should be changed for java update

      If access is denied to the java.sun.com server through settings in a proxy server, java update is not allowed.

      The error message produced is :
      =================================
      Error Control - Java (TM) Update
      The Java(tm) cannot be downloaded to your machine.
      You are located in an embargoed country.
      =================================

      The reason given is not correct.
      It's simply a misconfiguration with proxy server.
      Other possible causes of failure (like access denied) should
      be outlined to customer. (some corporates may have dedicated java.sun.com
      install servers ?)

      To reproduce, setup a proxy server so that access is denied to the particular client in question for
      java.sun.com

      (modify the acl attributes in conf file)

      As an example you can use qt0.ireland with port 3128 as proxy server (IE connection settings)
      Most subnets bar 2-3 do not have access to this server for proxy requests.
       bringing up http://java.sun.com should see an access denied message being given.

      install 1.4.2_02-b03 and run the update program. Message error relating to embargoed country should pop
      up.
