Description
When the Java Plug-in in web browser loads a singed JAR file for the first time, it presens a security dialog. If the publisher is an aucenticated publisher, then the publisher information and sentence "Do you trust the signed xx distributed by xx" will not be correct in zh locale.
I did not find a real html and jar file which is publishedby an aucenticated publisher, but from the resource files, the problem should appear in this case
