JDI read-only implementation (SA-JDI) enforces that debugger and debuggee should be running on the same VM version.

IDE tool vendors would like to support cross VM version debugging. i.e., we should be able to open core files from a different VM version. For example, 1.5.0 debugger should be able to open 1.5.1 core dump.
