We currently use installshield to build our msi files. The Installshield IDE just uses tools from the Microsoft Platform SDK to build the msi files. They hard code "Installshield" into the dialogs and there is no way to remove them. We also have less control over the msi building than we would if we built it ourselves. If we remove the installshield dependency for building our msi files, it would be one less tool that developers/RE need to install on the build machines too.
It would be quite a bit of work to do this though.

The general direction of javase in the open source community makes this something we should address in dolphin. We currently require developers to have Installshield Developer 8.02 to build the install ws on windows-i586 and windows-amd64. This is unacceptable because it's an ancient EOL'ed product and you can't even purchase it from Installshield anyways.
It would be quite a bit of work to do this though.
