Properties of Java Update Icon are not functional in windows taskbar.
Steps to Reproduce :
--------------------
1. Install jre-1_5_0-beta3-windows-i586.exe from /net/koori.sfbay/p/jdk06/jdk/1.5.0/beta3/b58/bundles/windows-i586
2. Redirect java.sun.com to our internal apache server (10.5.21.239)
3. Add the entry in registry SOFTWARE/Javasoft/javaupdate/Policy
"UpdateServletURL http://java.sun.com/webapps/update/1.5.0/map.xml"
4. Disable proxy settings in IE
5. On test machine, Java Control Panel -> "Update" tab ->click on "Update Now" button.
Java Update Icon will appear in the windows taskbar
6. Right click on Java Update Icon and choose Properties item
Expected result:

Java Control Panel should be invoke when Properties are selected in the Java Update Icon.
Actual result:
---------------
Java Control Panel doesn't show up.
