Bug Description:

1. "Allow Always" is not working when signed jnlp application is installed with
"Allow User to grant permission to signed Content"
"Allow user to grant permission to content from an untrusted authority" property is unchecked.
but shortcut can be created using "Java Application Cache Viewer"

Steps to Reproduce:

1. Install jre1.5.0 in WindowsXP Testing system.
2. Invoke JavaControlPanel and uncheck all Security options in "Advance" tab.
3. Select "Allow Always" options in "ShortCut Creation".
4. Install following jnlp application "http://client20.india.sun.com:8081/JK/ShortCut/ShortCut5.jnlp"
5. PopUp Window will appear displaying "Failed to validate certificate" This application will not be run"
click "OK"

Check the Windows/Program Menu ,the shortcut is not created.

6. Invoke JavaWebStart from command prompt(javaws),"Java Application Cache Viewer" will be displayed with one entry "ShortCutTestCase1 on Solaris"
7.Select the Application listed and right click the mouse popup menu will appear select "Install ShortCut" menu item.

After clicking the "Install Shortcut" ShortCut will be installed in the system.

The problem is user able to install shortcut through "Java Application Cache Viewer" but not through "Allow Always" property in JavaControlPanel.
