Steps to reproduce
1) Install Tiger b62 SDK with public JRE
2) Control panel --> Add/Remove program
3) Have a look at Support Info dialogs of
   J2SE Development Kit 5.0
   J2SE Runtime Environment 5.0
   In both the cases readme path is displayed correct but
   is not working as link.
   (Consider having look at attached images)

This problem seems to be specific to windows 2000 professional
(ver output: Microsoft Windows 2000 [Version 5.00.2195] )

Other OS tested includes windows 2003 and XP both of readme
link is working as expected
