DOC: internal build instructions incorrectly refer to TARGET_ARCH

      The internal build instructions for cross-compiling AMD64 or IA64 on Windows
      refer to the TARGET_ARCH variable, when it appears that CROSS_COMPILE_ARCH
      is now the accepted variable. See:
