Problem description:
On installation of jdk1.6/jre1.6 bundles ,"applet" directory is not getting created inside the <jre_home>/lib on windows. Installation is working correctly on unix platforms. Problem is only reproducible with the PIT bundles while with the promoted 1.6 bundles, installation works fine on all the platforms

Steps to reproduce:
1) Install JDK/JRE 1.6 PIT bundles from the location mentioned above
2) If the "applet" directory is not present inside the <jre_home>/lib then the bug is reproduced
<jre_home> on windows is C:/Program Files/Java/jre1.6.0
