This is reproducible on tiger and all previous releases on the windows InstallShield bundles. When you first launch the exe file, there is a license dialog that the user needs to accept before proceeding with the installation. We are localizing the whole JDK to Japanese, but currently, the license file is in English only. We have translated Japanese JDK license available, but the workspace is not designed to handle this file currently. We would like this to be fixed in 6.0 release.

For JRE, the GA license is currently localized into all 9 languages.
