This bug can be reproduced always.

CUSTOMER SUBMITTED WORKAROUND :
in fontconfig.properties ,change below:
sequence.monospaced.GB18030=chinese-gb18030,alphabetic,dingbats,symbol
to:
sequence.monospaced.GB18030=alphabetic,chinese-gb18030,dingbats,symbol
another way : do not use simsun18030 font
