Setup:
  1. Solaris 9 UR 7 build 09ML + Metropolis build 17c.
  2. Solaris 10 build 66 + Cinnabar build 17b.
  3. Locales: zh_HK.BIG5HK, zh_HK.UTF-8.
  4. Java version: 1.4.2_05

Description:
  1. Log in system with zh_HK.BIG5HK or zh_HK.UTF-8
  2. Go to directory "/usr/j2se/jre/javaws"
  3. Execute "./javaws"

Actual Results:
  The entire application has not been localized at all.

Expect Results:
  it should be localized like zh_TW.

Note:
  It localized correctly for other Chinese locales.
