license need line space between item xx.0, xx.1 and etc on windows platform

license need line space between item xx.0, xx.1 and etc on windows.
this problem only happened on WINDOWS platform, didnot find on solaris.

test process: install jdk1.5.0_01 b02 on simplified chinese window platform
