Java Update policy should be "Notify before Install" by default

      I would like to propose a change to the java update experience in 1.5.0_01. Currently, the 5.0 java update experience is shown here:

      This made more sense in 1.4.2 when our online installer download was over 1MB. However, we made several size reduction changes in Tiger and the 1.5.0 online installer download is now only 214KB. Because this download is so small, the first 4 dialogs will be shown almost instantaneously after one another. This will be a frustrating/confusing user experience for most users.

      I think we should change the default java update policy in 1.5.0_01 to "Notify before Install". That way, users will only see Dialog #3 and #4. This would be a very minor change, and users will see less dialogs/popups. This should result in higher java update download numbers
