README files need info about CA certificates

A section needs to be added to README.html and jre/README files located in the
product bundle and on the java.sun.com website.

Text would be like the following:

The cacerts Certificates File
-----------------------------------------------------------------------
Root CA certificates may be added to or removed from the J2SE
certificate file located at <java-home>/lib/security/cacerts.
