The table that maps Windows LCIDs to Java locales and
default encodings assumes that the Windows code page for Maltese ("mt")
is 1252. However, Windows XP SP2 (the first release that actually
supports Maltese) has no selection for Maltese in the "Language for
non-Unicode programs" in its Regional settings, which would imply that
the Maltese locale uses Unicode.
Other entries in this table may also be incorrect - it needs to be
verified. If possible, Windows itself should be queried for the default
encoding.
