REGRESSION: rpm.bin bundle is not correctly installed

      When installing the rpm.bin bundle of JRE/SDK of 1.4.2_06 b03 the RPM package is just extracted. The "rpm" installation process is not then started.
      Reproducible always with JRE and SDK bundles.
