Elements.getPackageElement(String) semantics should be clarified for obscure cases

      The specification for AnnotationProcessorEnvironment.getPackage(String) is not clear on what should happen when a class name obscures a package name. This should be clarified.

      The JSR 269 method is javax.lang.model.util.Elements.getPackageElement(String).
