It has been shown to us that our custom actions are not defered in the system context. This affects elevated priviledges installations.

In order to allow elevated priviledges for our installations, we should look into doing this. This will affect the progress bars, so we need to be carefull about making these changes. Also, defered actions cannot set or get msi property values because they are launched as a separate process. We'll need to investigate that as well.
