Menu shortcuts are not working for popup menus. Looks like they are not supported, nor they are meaningful for a popup menu. So if a shortcut is set for a menuitem and if that menu item is added to a popup menu, the shortcut should not be displayed against the menuitem. It makes the user believe that shortcuts are supported for popup menuitems when it is not actually supported. Hence it is misleading and such shortcuts should not be shown to the user.
This is reproducible on all platforms since 1.4. I tried it on Win32, Solaris-Motif, Solaris-XToolkit and reproducible on all.
I have attached a sample test. Execute the sample test. You would get a textarea. Right click inside the textarea. You will get a popup menu. Go to 'file' -> 'open'. You would see 2 menuitems (from file, from location). If you see the shortcut keys being displayed to the right of menu caption, the bug is reproduced.
