In the JMXMP simple security example, the README provides the commands to run the example: the server side is launched in background and the client side is launched right after. As it takes some time for the server to be up and ready to accept incoming connection requests, the client sometime fails with a connection refused error message. Of course it only occurs when you run the commands from a script.
