In Motif toolkit, Ctrl + Enter on TextField triggers ActionEvent. But it does not occur on XToolkit or on Windows. The behavior should be made consistent. This is reproducible with tiger and mustang.

To reproduce:
1. Compile and run the attached code.
2. Try ctrl + Enter on the TextField and see the command window. On Motif Toolkit, a message will be printed showing that the ActionEvent is triggered.
