The install build takes a very long time. One way of reducing the build time is to not build language support when it is not needed. We build 10 l10n transforms for the singlemsi, jinstallcab media types for both the jre and jdk (both patch and regular). These transforms files are identical to the iftw transform files, so we should just use iftw transforms.
