Font config should compress the duplication slot fonts.

Run the attached test case on solaris 9 with -Dfile.encoding=UTF-8 option on,
you will see the duplication slot fonts. This problem will cause the font deregistration failure if you try to deregister a duplicate slot font. It only deregister the first one.

This problem was original found by Rakesh who ran the font test case SubstituteFontTest.java on solaris with different encoding. The test font does not get deregistered and replaced on certain locales.
