The PKCS#11 code currently sits in its own workspace. Our export classification allows us to move it into the main j2se workspace, so we should do that to reduce overhead.

Note that this bug does not address the JAR signing issue. A precompiled signed JAR file will continue to be checked into the j2se workspace. It is anticipated that we can resolve that issue under a new bug relatively soon.
