In Java Control Panel apply button is enabled even though no changes done in Java Applet Runtime settings and Java Application Runtime Settings windows.

Steps to reproduce
==================
1. Install JDK 1.5.0_01b05
2. Launch Java Control Panel
3. Go to Java tab and click on View button from Java Applet Runtime Settings or Java Application Runtime Settings
4. Without making any changes click on OK button
5. In the main window, Apply button will be enabled.

Expected Result :
When there are no changes done, Apply button should not be enabled.
