ConfigQuotedString.sh regression test should be ignored until PKCS11 build process is finalized

      at the moment the PKCS11 build doesn't create a new signed provider.
      thus, any new regression tests checked in will fail unless you
      check in a new copy of the signed provider.

      mark test as ignored until the PKCS11 build process has been
      finalized and completed.
