With Motif Toolkit, a frame gains focus even if the focus shift is vetoed. This happens from 1.4 onwards. It does not occur on XToolkit or on windows.

To reproduce:
1. Compile and run the attached testcase. Focus shift to frame 2 is vetoed.
2. Click the mouse in Frame 2. If it gains focus, bug is reproduced.
