jmx.monitor.error.runtime not sent when getter returns RuntimeException

The JMX spec document says that jmx.monitor.error.runtime is sent for any
exception (except the cases covered by the other error notification types)
that occurs while trying to get the value of the observed attribute.

But the current implementation simply ignores the exception and continues
working.
