getCurrentThreadUserTime 3 times slower than calling GetThreadTimes on Windows

      ThreadMXBean.getCurrentThreadUserTime call is 3 times slower than the Windows native GetThreadTimes call.

      The implementation of getCurrentThreadUserTime also calls the same Windows function GetThreadTimes in the VM.
