We had to turn down the opt level on amd64 and i586 due to some SS10
compiler bugs, we need to remember to turn it back up once the compiler is
fixed and we have it.

Build 23 of SS10 compilers fixes the -xO3 runtime problem that hprof ran into and reportedly the compilation time crash in ube on -xO4 compilations.
