Steps to Reproduce:
-------------------
1) Launch JDK6.0 b15 Java Control Panel
2) Open Advanced tab
3) Edit the browser path under "Command to launch default browser" without clicking the Browse button

Apply button is not enabled to facilitate the changes to be saved.

Expected Behavior:
------------------
Apply button has to be enabled to facilitate the changes to be saved, as the browser path field is editable.

Actual Behavior:
----------------
Apply button is not enabled to facilitate the changes to be saved.
