Documentation of JTree.getScrollableTracksViewportWidth(Height) method contains the following:
    Return: false.
But at the same time it includes information that the return value depends from preferred size of the tree and viewport size. And if the width (height) of viewport will be greater than preferred width (height), this method returns true. This inconsistency should be fixed.
