A DESCRIPTION OF THE REQUEST :
The JScrollBar class should have a constructor that accepts its data model (BoundedRangeModel ). At present, you have to creates the component, then call setModel.

JUSTIFICATION :
Other classes like JSlider that have a BoundedRangeModel model have it.
