Currently in java web start cache, there is no cache size limit and cache clean up policy; the cache will just continue to grow in size.
In plugin cache, they have a cache clean up policy to remove certain files when the cache size limit is reached.

In mustang a common download engine will be used for both JPI and JWS; so we will need to implement a new cache-cleanup policy that serves both products.
