use the new awt splash screen mechinism, replacing all javaws splash screen code

      We should provede a default splash screen in PNG format, create native code to display png file for splash screen at startup, and modify splash screen creation code to generate png file using imageio package (if Java 1.4 or later is running).
      We will have to maintain support for both jpeg and png formats going forward.
