Java Control Panel is not displayed correctly in WindowsXP (Turkish)

      When a user install jre5.0(fcs) (silent mode) to WIndowsXP(Turkish),
      Java Control panel is not displayed correctly.

      I attached the jpg file.
      In the jpg file, the image at right side is expected,
      left side is actual.
