The fix to 6189106 updates the cache with the jnlp file java web start is launched with. But it doesn't alert the code in Launcher.java that an update has occurred, so if only the jnlp file has changed, the LocalInstallHandler is not notified that it needs to re-generate the shortcuts and/or associations.
