JRE bundles many binaries from webstart/plugin/install/update. As the deployment projects evolve, binaries are added/changed/updated/removed, and the filename of many of these binaries are not evolve with the changes, and we should clean it up. e.g.
 
JavaWebStart.dll -> wsdetect.dll
RegUtils.dll -> regutils.dll
jpicpl32.cpl -> javacpl.cpl
