This bug can be reproduced on Windows always. Here are the steps to reproduce the problem.
1. On Windows XP, open the control panel and click regional settings. In the Regional Options tab, select the Chinese (PRC) in the top pull down menu. In the Lanuage tab, click Details button, it will pop up a dialog, click "Add" to add "Chinese QuanPing " input method. Close the dialog. Then, in the Advanced tab, select "Chinese" in the top pull down menu.
2. Restart Windows if asked.
3. Launch SwingSet2 demo, click the text field and type "Ctrl + Space" to invoke the QuanPing input method. Then type "ka", you will notice that the input method window is put to front first and then put to the back of app.
Expected behavior:
The input method window should always be in the front when invoked.
