Nightly : Files are getting cached even if the caching is disabled

      JRE release : 1.6.0-b99
      Nightly Bundles location :
      /net/sqesvr-nfs/global/nfs/deployment5/pit_builds or
      /net/dig-dug.east/bigtmp/deployment/1.6.0/nightly/

      Problem Description:
      If the jarcaching is disabled through "Applet cache viewer" or property "deployment.javapi.cache.enabled" is set to "false" inside the deployment.properties file, I noticed that files are still getting cached inside the <deployment_cache_dir>. On the contrary in this scenario nothing should get cached to the <deployment_cache_dir>

      Steps to reproduce :
      1) make sure that directory <dep_user_home>/cache/60 is empty
      2) Invoke JCP > temporary Internet files > Settings > View Applets
      3) On the "Java Applet Cache Viewer" , disable the option "Enable Caching"
      Make sure that property "deployment.javapi.cache.enabled" is set to "false" inside the <dep_user_home>/deployment.properties file
      4) Load following applet inside the browser
      http://sqeweb.sfbay.sun.com/deployment2/jitu/plug-bug/test.html
      5) Since caching was disabled in step 3, so there should not be any file getting cached to <dep_user_home>/cache/60, but if you noticed files getting cached then the bug is reproduced
