Removing jnlp from the cache using jnlp viewer, did not remove shortcut from the desktop

      From the latest nightly work space:
      /net/dig-dug.east/bigtmp/deployment/1.6.0/nightly/2005-02-15
      install jre160.exe on windows platform.
      Launch
      http://nicole1.sfbay.sun.com:8080/JavawsMustangIntegTest/testapp/testapp.jnlp and create shortcut on the desktop
      Go to jnlp viewer and remove this application.
      Shortcut will stay pointed to nowhere. It is a regression.
