If you creating a new shortcut with updated title, the shortcut is not updated, but new one created.
The first one (shortcut) still on the desktop and it is totally unuseful.
It is a new regression after putback:
6222350: Regression: updating title or icon in jnlp file will not update
shortcuts.

To reproduce on windows platform:
Install jre1.6.0 (build 24) on you machine and run this testcase
