Install JRE 1.6.0 -64bit (b24) on Win2003 AMD(amd64)
Go to ControlPanel -- Add/Remove Programs.
Select J2SE Runtime Environment 6.0
Click the "Change" button.
Modify or Remove the program page is visible.
There should be a Welcome Screen first which should take you to the Modify or Remove Program Screen.
This is the default behavior observed with all other bundles..JDK/JRE 32bit and JDK 64 bit. The screen is missing only for JRE-64 bit bundle
