All LICENSE files (including the rtf's in the windows bundles) contain the incorrect copyright date of 2003. *This does NOT affect JRE bundles! or /jre folders in JDK bundles!*

Here is some evidence from the self extracting bundles :

The part of the LICENSE in question is the "SUPPLEMENTAL LICENSE TERMS" section "E".

Grep'ing for 2003 in all bundles reveals the same error. I have also checked a windows jdk exe, solaris jdk pkg, and linux jdk rpm to further confirm.
